The Blue Sea is a huge body of water spanning across the entire world. Nearly everything in the world can be found on the Sea, save for sky islands such as Skypiea and Weatheria.

Nearly a millennia ago, the Blue Sea used to be around 200 meters lower than its current levels, but the events of the Void Century caused it to rise by that much, sinking many continents in the process. Dr. Vegapunk predicts that the Blue Sea is set to engulf the rest of the world's landmasses in the future.

The Blue Sea itself is divided into five oceans by the Red Line and the Calm Belts:

*North Blue is the northernmost ocean of the Blue Sea and is the birthplace of such figures as Sanji of the Straw Hat Pirates, Trafalgar Law of the Heart Pirates, and the famous explorer, Mont Blanc Noland. *South Blue is the southernmost ocean of the Blue Sea and the ocean from which the St. Briss sailed on its ill-fated voyage to Skypiea. Franky, Eustass Kid, and Portgas D. Ace all are from South Blue. *East Blue is the easternmost ocean of the Blue Sea and the birthplace of Pirate King Gol D. Roger, Monkey D. Luffy, Monkey D. Dragon, and Roronoa Zoro. Notable islands in the East Blue include Loguetown, Dawn Island, and Shells Town. *West Blue is the westernmost ocean of the Blue Sea and once contained the island of Ohara prior to its destruction by the World Government. Notable figures from the West Blue include the Emperor Shanks, Nico Robin, and Brook. *Grand Line is the part of the Blue Sea enclosed by the Calm Belts. It is divided into two parts by the Red Line. The first half is known by those who have been to the second half as Paradise. The second half is known as the New World. Notable pirates from the Grand Line are Buggy, Tony Tony Chopper, and Jinbe.

The World Government is a federation of over 170 nations that governs most of the world. It was founded by an alliance of 20 kingdoms 800 years ago, and has vastly grown in influence since.

Although publicly the World Government is considered a fair organization that upholds justice by protecting civilians and seeks to create a peaceful and equal world, they are in reality, at their core, a corrupt and oppressive organization, particularly through the application of absolute justice, their suppression of academia and research of history such as the Void Century and Lineage Factor's, the depravity of the aristocratic World Nobles coupled with distaff ruling hierarchy and the falsification of the Empty Throne.
