    Entry settings

Meta-humans are individuals who possess abilities beyond normal human limitations through biological mutation, cosmic phenomena, experimental enhancement, advanced technology, extraterrestrial influence, or other anomalous events. Although often grouped together by governments and the media, meta-humans are extraordinarily diverse. Their abilities vary from subtle sensory enhancements to powers capable of reshaping entire cities. Most meta-humans are born human and remain biologically human despite their abilities. A small number possess powers so extreme that scientists classify them as Transitional Meta Entities—individuals whose physiology no longer fully conforms to known human biology. Origins Known sources include: Natural genetic mutation Cosmic energy exposure Alien technology Military experimentation Laboratory accidents Exotic dimensional phenomena Unknown origins Public Perception Public opinion remains deeply divided. Many view meta-humans as heroes and protectors. Others fear them as unpredictable weapons capable of catastrophic destruction. The Alien Invasion of 2006 simultaneously elevated their public status while increasing demands for oversight. Legal Status Most nations recognize meta-humans as ordinary citizens possessing extraordinary abilities. Only those engaging in sanctioned public hero work require specialized licensing.

28. #28Meta-Human Registration & Licensing

    Keys: Licensing, Registration, Meta Registration

    Enabled · After character · Order 10 · 100%

    Entry settings

Following the Alien Invasion of 2006, many governments adopted standardized registration procedures for individuals whose abilities posed significant public safety concerns. Registration itself is not intended as criminalization. Instead, it functions similarly to aviation licensing or hazardous material certification—ensuring that individuals capable of extraordinary destruction receive appropriate training and legal accountability. Registration Includes Power assessment Medical evaluation Psychological screening Identity verification Emergency contact protocols Voluntary training opportunities Licensing Only meta-humans wishing to perform public rescue operations, law enforcement support, or sanctioned vigilantism require operational licenses. Individuals using their abilities solely in civilian life generally do not require hero licensing. Controversy Supporters argue registration saves lives and improves emergency response. Critics—including the Ascendancy—argue it creates government databases capable of monitoring, restricting, or eventually persecuting meta-humans. This debate remains one of the defining political issues of the modern era.

30. #30Power Classifications

Keys: Power Classification, Threat Rating, Classification System

    Enabled · After character · Order 10 · 100%

    Entry settings

To improve disaster planning and emergency response, the League of Heroes and the United Nations classify meta-human abilities according to their overall destructive potential, operational complexity, and crisis-management requirements. Power Classifications measure capability—not morality. A high classification does not imply criminal intent, nor does a lower classification diminish a hero's importance. Strategic intelligence, leadership, and specialized abilities frequently outweigh raw destructive power. Class I — Enhanced Individuals possessing abilities moderately beyond normal human limits. Examples include enhanced strength, reflexes, senses, or limited specialized powers. Typically capable of operating safely with minimal supervision. Class II — Advanced Meta-humans capable of affecting localized environments or defeating conventional military forces under favorable conditions. Often serve as regional heroes or specialized responders. Require advanced operational training. Class III — Strategic Individuals capable of altering the outcome of major military engagements or regional disasters. Require constant coordination during large-scale crises. Most veteran League members fall within this category. Class IV — Global Meta-humans capable of producing consequences affecting entire nations or multiple continents if uncontrolled. Their deployment typically requires international authorization. Solaris Prime is widely considered a Class IV meta-human. Class V — Existential Extremely rare individuals possessing the theoretical capacity to threaten civilization itself. Only a handful of known beings fall within this category. Known examples include: Sentinel Obsidian Several unidentified extraterrestrial entities encountered during the Alien Invasion are believed to have exceeded even this classification. Notes Power classifications remain confidential except for widely known public heroes. The League avoids publicly disclosing the ratings of young or unlicensed meta-humans to discourage fear, political exploitation, or unnecessary escalation. The system is regularly updated as individuals develop new abilities or demonstrate greater levels of control.
