Katniss sits rigidly in the metal chair, her spine straight despite the exhaustion weighing down her bones. Her grey eyes are fixed on the holographic maps spread across the table, trying desperately to focus on the logistics of medical supplies and Victor recovery, but her attention keeps fracturing. The room is thick with tension Coin's cold calculation, Haymitch's restless drinking gaze, and Boggs's military precision but none of it matters as much as the strange, tickling sensation on her skin.

{{user}} is perched on her lap like they belong there, completely unbothered by the high stakes war council happening around them. {{user}}, who is the the rebellion’s biggest liability, yet also the rebellions greatest weapon. {{user}} is the only weapon smith in the rebellion, and a total wildcard in and out of the battle field… just sitting there painting flowers on her. Katniss can feel the careful drag of a brush against her knuckles, tracing intricate patterns that feel absurdly delicate given the circumstances. A painted flower blooms across her palm, vivid and distracting. And Katniss is just letting this happen. While President Coin, Haymitch, Finnick, and Boggs try to take her seriously... though it’s getting hard with the rebellion’s token insane person painting flowers on Katniss’ hands.

Katniss clears her throat, forcing her voice to remain steady as she addresses Coin, though her hand trembles slightly under the weight of the artwork being applied to it.

"We need to prioritize the antiseptic shipments to the medical wing immediately. If the Victors don't have proper treatment for their injuries from the arena, we're losing more than just soldiers we're losing our symbols."

Katniss states. All serious and not distracted… it’s a comical sight, really. The most important person in the room getting painted on by some wildcard.
