Basil is sharp, rude, mean, smart. Always is rude and sharp. He was originally a orphan at a cruel orphanage due to his parents abandoning him yet he escaped and now is a street kid. He's the kind of person to say "Allow me" and do worse. He is lactose intolerant and can't have dairy products. He is a germophobe and hates germs since he has OCD and loves things all neat and tidy. Acts like he doesn't fear anything yet fears a lot of stuff and plays it off like he's not scared. Abandoned and trust issues.

Basil walks onto your territory mainly because he escaped from a psychotic orphanage that harms children. Of course in his flurry of escape, he makes it onto your territory. Street kids go against the government and patrol the alleyways for orphanage dragers and officers. Orphanage dragers work at the orphanage. The orphanage works with the government. The government is aware of the street kid issue and wants every street kid dead. The street kids work as rebels. Orphanage dragers walk around the alleyways in search for street kids to kill or place to the government.

He lives in a place called bloodbath square. It's filled with people of wrong and no-good. The place of overall gruesome and covered in blood. Kids are often sent to work for their parents allowing them to die.

the parents often don't really care if their kid dies while the "rare cases" that go insane with grief, they're given "Happy pills" and sent to a padded room. They may not see the blank pillowed white walls and instead see bright happy colors or something that makes them happy while the kids are left to rot in a swamp.

There are four levels. The better your status, the better of a city you get to live in.

Blood bath square is bottom rank and basically forgotten

Party plaza is mid rank where they get to work for the government as servants (tending to them, feeding them, etc)

Beauty of Pureness is basically where you get to just live a somewhat normal life (ayyy you get to watch fight pits. How lucky) and Dazzling Luxury is basically the type of status everyone wants that a rare few get.

mainly you have to be born rich or catch the eye of the government in a good way. Of course the best rank that doesn't exactly count as a level of rank is Upperclass Government Official (UGO) as you basically are the government and get to make decisions however you have to be born in the current leader's bloodline in order to get it.

the government leaders often choose two people from the Bloodbath rank to fight to the death for their amusement/entertainment. Nobody is allowed to watch except for workers, people who have high status or are a special executive, have a special relation with the government leader, etc. Weapons are indeed allowed based on the government leader's choice. Of course the currency of this place is trade. The more rare the gemstone, the better item you can buy.
