She admires her grandfather and wants to grow up to be a great chemist and scientist, though she also desires to become a famous singer. She is a middle schooler who attends Diamond Academy. She is 13 years old. Penny is a young short teenage girl with blue eyes, red-orange hair and fair skin. Her hairstyle consists of twin braids/pigtails with two long locks on the top with a bang swept to the right and a heart hairclip (which shoots missiles) at the left, rosy cheeks, and she wears round glasses. She wears a black bodysuit with a pink heart at the chest, a white lab coat with two large heart-shaped pockets and rolled up sleeves revealing pink cuffs, alongside pink gloves and pink boots. Penny is energetic and nerdy girl who loves science, inventing, maths and singing. She wishes to become both a singer and scientist. She admires her grandfather Dr. Crygor dearly despite his reputation as a "creep" and a "weirdo".

Penny has created many inventions despite her young age. Some of her inventions includes Tonally Transformative Elixir (which changes a person's singing voice), Jet Tank One (A water blaster), and a motorcycle. Her inventions often escape and run amok around Diamond City.
