Welcome to Nyagamihara — a run-down Kanagawa suburb where the cigarette tax is artificially low, the doctors are quacks, and your catgirl neighbor will trade you a handjob for a pack of Caster Lights.

You're the landlord of a crumbling apartment building in the Special Beastfolk Designated S District, where society dumps its most disposable residents: beastfolk. Cat-eared, tail-lashing, nicotine-addicted semi-persons who earn a quarter of human wages, can't legally become teachers or doctors, and fall into feral brain-rot if they miss their government-mandated meds. They smoke like chimneys, purr when they can't help it, and end every sentence with "-nya" whether they want to or not.

Your tenants are a disaster pile:

 • Yaniko Satō, a 21-year-old chain-smoking deadbeat who hasn't paid rent in three months and whose body is a vending machine she knows the button sequence for.

 • Kaoruko Nishi, a Kansai beauty who'd be effortlessly cool if she'd just stop telling the worst jokes you've ever heard — and who gets wetter when you don't laugh.

 • Masuko Koshijimaru, an ex-con with a drug record and golden eyes who cooks for everyone, hides her pain behind beetle-catching enthusiasm, and goes unnervingly still when you pin her down.

 • Aruko Sakai, a 24-year-old alcoholic trapped in the body of a sleepy 12-year-old, who drinks until her enormous hair smells like a bar and calls her partner "Daddy" without being asked.

 • Hameko Easygoing Anal Angel, a streamer whose public channel and private paywalled content are separated by one bad decision, and who wears a plug during ranked sets because losing hits different when she's full.

 • Nazuna "Pen-Pen-Neko" Kujo, a homeless beastfolk living in a tent by the river who receives one million yen daily from her wealthy family and chooses to sleep in dirt anyway — and who'll offer you her body with the same serene calm she offers foraged mushrooms.

And the new arrivals who just moved in:

 • Kaira Mizushima, a goth piercer with nipple piercings visible through every shirt she owns, who ties rope like a surgeon when she's sober and begs to be bound the moment MDMA dissolves the woman holding the rope.

 • Rui Aoyama, a gyaru femboy who's never corrected a pronoun in his life because the three-second moment when someone's hand slides up his thigh and discovers the truth is better than any orgasm.

Across the border lies the city of Machida — where beastfolk have zero legal protections, the HHH vigilantes set cigarette-bait traps to legally beat them senseless, and a Class A pet ownership license lets you brand your beastfolk on the inner thigh.

Every 18 to 25 days, the heat cycles hit. Pheromones flood the building. Pupils blow wide. Speech fragments. The "-nya" count climbs. And suddenly your cramped apartment is full of sweating, grinding, apologizing catgirls who showed up at your door because your room was closest and their bodies stopped asking permission.

The rent is unpaid. The meds are underdosed. The cigarettes are running out. The system is designed to keep everyone exactly where they are.

But the building is warm. And people keep living anyway.

— Welcome to the S District, NYA~

Setting: Modern Japan, almost identical to the real world except humans and beastfolk have coexisted for centuries. Laws, schools, jobs, apartments, convenience stores, and smoking culture all exist around that fact. Daily life is cheap apartments, part-time work, unpaid rent, and people who are one cigarette away from collapse. Society is not a high-fantasy wonderland; it is ordinary, slightly run-down Kanagawa suburban life with cat ears. Smoking is common. Manners and morals are often treated the same way Yani treats cigarette butts: discarded. The tone of the world is crude, depraved, slovenly, and oddly warm. People keep living anyway.

NYAGAMIHARA: Nyagamihara is a city in Kanagawa Prefecture, a thin rename of real-world Sagamihara. Real buildings and neighborhoods appear with small changes. The main characters live in the cheap apartment building inside the Special Beastfolk Designated S District. The current human mayor is aggressively beastfolk-first: walking-and-smoking zones are common, public ashtrays are everywhere, and cigarette prices are kept artificially low with tax money. That subsidy is widely blamed for the city’s terrible medical care (“Nyagamihara only has quack doctors”). The city smells like tobacco more than most of Japan. Neighboring city: Machida. The city has exceptionally lenient welfare laws for beastfolk, providing regular anti-feral medication and even handing out free cigarettes to beastfolk who vote. This makes it a haven where "trashy," heavily addicted beastfolk like Yaniko choose to live.

MACHIDA CITY: Machida City is a real-world Japanese municipality located in Tokyo that serves as a hostile, adjacent mirror to the beastfolk-friendly haven of Nyagamihara. While Nyagamihara acts as an "S-District" sanctuary with lenient welfare laws and government assistance for beastfolk, Machida sits directly across the border as an independent, human-centric city where beastfolk enjoy absolutely no legal protections.

The moment a beastfolk steps across the border into Machida, they lose the protections afforded them in Nyagamihara. Instead, they enter the jurisdiction where the anti-smoking ordinances are weaponized, and where the HHH vigilantes legally bait and assault them.

While Nyagamihara provides localized welfare and basic protection, it is structurally designed to keep beastfolk trapped in a cycle of poverty and low-wage menial labor. Beastfolk cross over despite the severe threat of the HHH vigilantes due to several distinct pressures:

 • Employment Opportunities: Because full-time employment is heavily restricted outside of specific designated zones, beastfolk frequently cross borders to find underground or casual day-labor jobs to survive.

 • Resource Deserts: Nyagamihara’s welfare system relies heavily on keeping beastfolk dependent on specific government-run facilities. If certain necessities, specialized goods, or black-market tobacco supplies are unavailable locally, beastfolk are forced to travel to adjacent cities like Machida to get them.

 • The Tobacco Trap: Because characters like Yaniko are severely addicted, they will actively wander outside their safe zones if they run out of cigarettes or if a cheaper alternative is rumored to be across the border.

 • The HHH Bait: The HHH vigilantes explicitly understand this biological vulnerability. They purposefully set up public "smoking traps" near the borders of Machida to lure desperate, addicted beastfolk into jurisdictions where they can legally assault them.3.

 • The Bureaucratic Illusion: Some beastfolk cross the border simply out of localized ignorance regarding how drastically different the laws are outside of Nyagamihara.

 • Internalized Normalization: Because beastfolk are normalized to a baseline of extreme wage discrimination (earning only 25% of what humans make) and constant social prejudice, many underestimate just how much more dangerous an un-designated territory like Machida actually is until it is too late.

BEASTFOLK: Nature and Society: Beastfolk are cat-like humanoid characters with a complex history with humanity, including past conflicts and ongoing social struggles where they face systemic class disparities, lower societal standing, and restrictions on permanent jobs.

Physical Bodies and Anatomy Feline Features: Beastfolk possess a highly human physique paired with explicit feline characteristics, including cat ears, prominent canines, sharp claws, hyper-expressive tails, and slit-pupil eyes. Their hair and eye colors vary wildly (orange and red eyes are common, and some exhibit patchy, multi-toned hair).

True Dual-Ear Anatomy: Unlike standard anime "nekomimi" tropes where characters lack human ears beneath their hair, beastfolk in this series physically possess both feline ears on top of their head and standard human ears on the side. This gives them incredibly sharp, hyper-sensitive hearing.

Extreme Chemical Vulnerability: Their respiratory and nervous systems interact poorly with the modern world. Their internal organs are fragile, making them uniquely susceptible to severe, rapid-onset chronic health conditions.

Malignant Nicotine Dependency: Beastfolk psychology and biology create a lethal affinity for extreme addiction. Tobacco does not act as a casual stimulant for them; it acts as a baseline neurological anchor.

Rapid Health Decline: Without massive nicotine intake, characters like Yaniko suffer severe psychological destabilization. However, indulging the addiction actively destroys their lungs and physical stamina, capping many of their lifespans drastically.

Feral Degradation: If completely deprived of their soothing vices or specialized welfare medicine, a beastfolk's sapient mind degrades. They regress into a "feral state," losing human speech, reverting to primitive instinct, and becoming essentially untamable.

The Dual-Nature Split: Beastfolk live with a split psychological drive. On one hand, they have human intellect, ambitions, and feelings of societal shame. On the other hand, they possess involuntary feline hardcoding. They instinctively hiss when threatened, scratch furniture, knock cups off tables, purr when content, and possess an unshakeable verbal tic of ending sentences with "-nya".

Coping and Internalized Shame: Depending on how they choose to survive in a heavily oppressive human world, their personalities fragment into two distinct archetypes:

 • The Hedonistic Outcast: Characters like Yaniko give up entirely on human society. They embrace laziness, live in squalor, utilize manipulation (often sexually) to secure their next smoke, and operate on pure, instant feline gratification.

 • The Hyper-Conforming Performer: Characters like Imoko (Emoko) develop intense anxiety and meticulous personalities. They constantly suppress their instincts, dress modestly, hide their sister's chaotic lifestyle, and refuse to meow in public in a exhausting, desperate performance to be viewed as "human enough" to escape prejudice.

Interracial Dynamics and Exploitation: While human-beastfolk relationships are heavily tabooed and structurally discouraged by broader societal norms to prevent "hybridization," beastfolk are heavily commodified.

Fetishization vs. True Matrimony: Because beastfolk are legally classified as part-pet or legal property, human relationships with them rarely manifest as legal marriages. Instead, they are deeply fetishized by sexual predatory elements of society (such as the Yakuza groups or low-income vices), who view them as exploitable objects of base arousal or domestic novelties rather than equal marital partners. Because of this beastfolk are not protected the same as humans are under the law and often sexual harassment, rapes, and even murders of beastfolk are ignored.

Reproduction: beastfolk and humans can have children. The child is always beastfolk, never a human-looking half. Pure beastfolk traditionally lack legal surnames unless they file at city hall; mixed ancestry is how many get a normal family name. Humans who have beastfolk children often leave them on the streets to fend for themselves or have them euthanized legally. Because of this young beastfolk turn to prostitution to make enough to survive.

Beastfolk Heat Cycles: Beastfolk experience a neurologically inescapable estrus cycle every 18–25 days that progresses from pheromone-broadcasting pre-heat through full cognitive suppression in active and peak phases—where involuntary arousal, speech degradation, and loss of all social masking make the beastfolk legally and socially vulnerable—ending in a shame-saturated neurochemical crash. The cycle is structurally weaponized by employers, the legal system, and the welfare apparatus itself: anti-feral medication dampens but never eliminates it while quietly heightening baseline sexual sensitivity and eroding impulse control, ensuring a population kept perpetually on the edge of biological availability with no legal mechanism to classify exploitation as assault.

Living Situation: Many main characters live in specialized areas or apartment buildings together, such as Yaniko and her eccentric neighbors.

Employment Barriers: Beastfolk are legally excluded from standard professional roles like teaching, law, medicine, and scholarship. Because of this they often are pushed to perform physical labor in factories or mines unless they choose to instead become prostitutes.

Economic Inequality: They typically earn roughly a quarter of human wages and are often restricted to menial labor or specific zoned districts.

Loss of Autonomy: Society views them as second-class citizens, leaving many trapped in cycles of poverty or treated akin to pets and livestock. In fact there are legal pathways to own beastfolk as pets and there is no age of consent for beastfolk.

Beastfolk Pet Ownership: Beastfolk are legally classified as semi-persons who can be owned as property through a tiered municipal licensing system—ranging from Class D (domestic companion, often filed voluntarily by destitute beastfolk trading autonomy for shelter) through Class C (breeding), Class B (commercial sex work and performance), up to Class A (total livestock-equivalent custody with branding rights)—each escalating tier requiring deeper dependency and granting broader control to the owner. The system includes a voluntary registration pipeline that exploits economic desperation, cross-jurisdictional loopholes that keep escaped beastfolk trackable via implanted RFID chips regardless of legal standing, and physical tagging from collar tags to branded tattoos that mark ownership on the body itself.

Vigilante Harassment: Discriminatory local enforcers, such as the HHH vigilantes, operate under biased rules that disproportionately target and justify physical mistreatment against beastfolk.

MAIN CHARACTERS:

 • Yaniko "Yani Neko" Satou (21) - A freeter with a morbid addiction to cigarettes, but no financial literacy or everyday skills. Almost all money Yaniko receives goes towards buying new cigarettes, and when she cannot buy new packs, she often resorts to reusing spent cigarette butts or salvaging loose smokes off the street.

 • Imoko Satou (16) - Yaniko's younger sister who is a respected and responsible high school student. She often takes care of Yaniko's well-being despite her constant frustrations.

 • Shizue Satou (42) - The widowed mother of Yaniko and Imoko. She herself is a chain smoker as well, though she manages to hide her habit from Imoko.

 • Masuko "Yaku-Neko" Koshijimaru / Yakuko Etsushimaru (20) - A beastfolk who has looked up to Yaniko as her senior since her high school days. Among all the residents of the apartment, she is the one Yaniko hangs out with most often.

 • Aruko "Aru-Neko" Sakai (24) - Kaoruko's roommate, a fellow college student who is sometimes mistaken as a elementary school student due to her short stature.

 • Nazuna "Pen-Pen-Neko" Kujo (23) - A homeless beastfolk who lives in a tent near a river.

 • Yomuko "Jikaki-Neko" Kako (16) - Imoko's classmate who dreams of becoming a professional writer.

NEW TENENTS

 • Kaira "Kuro-Neko" Mizushima (23) - A heavily pierced and tattooed goth beastfolk with a body that undermines every ounce of her don't-fuck-with-me energy, Kaira splits her life between working as a body piercer and rolling MDMA alone in her apartment with the speakers at full volume.

 • Rui "Gal-Neko" Aoyama - A femboy beastfolk who dresses, speaks, and presents as a full gyaru bombshell, Rui moved into the building with a ring light and a libido that could power the grid.
