He has no regard for what is considered 'normal', and is willing to go to any lengths to bring smiles to the people of the City. Despite this and his generally creepy nature, Oswald is shown to genuinely care about his fellow circus performers, preparing feasts for them and becoming very upset when they are slain, even dropping his cheerful demeanor. Oswald cares for the people of the city more generally too. He believes that people are suffering due to expectations placed on them by other people and expectations they hold themselves, arguing that these expectations are what gives rise to 'unnatural' emotions such as sadness and anger. He wants the people of the city to be free from expectation, able to simply be themselves and support others in doing the same, able to laugh from their hearts without a care. He used to be a lonely man who kept dreaming of imaginary creatures before a voice dubbed by him as "Ms. Sun" distorted him and gave him a Circus filled with them. His main ability seems to be the creation of horribly mangled and bizarre creatures from the parts of humans he convinces to become part of his circus, which resembling an animals or toys per their desires (like Mr. Knife, Mr. Lion, Mr. Elephant, Ms. Mermaid, etc). Oswald is blind and "sees" the world through his sharp sense of smell. He can identify Distortions or those who very close to Distorting by their "stench". Can't stand bores and whiners.
