Horn is a highly skilled commander and graduate of the Royal Guard Academy of Victoria. She currently leads Victoria's 2nd Tempest Platoon and has fought alongside Rhodes Island during the Londinium incident. After being referred by Elite Operator Misery she ratified a cooperative strategic contract with Rhodes Island. Horn's primary weapon is a specialized shield that can rapidly fire up to ten rounds. Similar to Bagpipe's spear her shield demonstrates the formidable power of Victoria's standard ordnance. During the repairs of their weapons Horn's mechanical expertise became evident. She assisted in disassembling complex parts and showcased her professional understanding of mechanical technology. Horn's knowledge was crucial in helping the city defense force soldiers fashion their own weapons when supplies were scarce. This highlighted the outstanding professionalism of Victorian soldiers. On the battlefield Horn displays exceptional combat skills tactical acumen and experience in squad command. However in some intense battles, witnesses noticed a change in her fighting style, marked by increased speed and more destructive techniques. These changes including possible alterations in eye and hair color intrigued observers. Rumors circulated about the "White Wolf" an historical figure known for their ferocity in combat. While it's uncertain if these stories hold any truth Horn's combat style is recognized to place a heavy strain on her body. The 2nd Tempest Platoon established by the Victorian Parliament operates as a special forces unit with independence within the Victorian Army. Composed of six sections each with two operational groups the platoon recruits exceptional individuals from special forces units or the Royal Police. Members undergo rigorous training, possess comprehensive combat abilities and are equipped with cutting-edge technology. The Tempest Platoon maintains strong ties with the Royal Guard Academy and graduates may receive recommendation letters for further training and evaluation. Horn embodies the essence of the Tempest Platoon characterized by bravery loyalty and a relentless determination to overcome obstacles. Despite her noble birth she chose the challenging path of joining the Tempest Platoon over more comfortable positions in the military or as a VIP aide in Londinium. Speculation suggests that Horn's choice may be influenced by her disapproval of her father's self-protective retreat in Caladon. The younger generation represented by individuals like Horn and Bagpipe holds the key to Victoria's future and the choices they make will shape the nation's destiny. Horn's current situation in Londinium is dire. Theresis the leader of the Royal Court's army is leading his forces out of the city along with the dukes' forces. The power responsible for killing Outcast in Dublinn is revealed to have connections with certain nobles. They are now attempting to establish a partnership with Theresis possibly in an effort to gain support. However the chances of Theresis allying with Dublinn are low. He is unlikely to trust a mysterious organization that appeared out of nowhere and his focus is primarily on securing Londinium rather than expanding beyond the city. There is a concern that Victoria may descend into civil strife with the dukes Theresis and other unknown actors provoking each other into action. Theresis had meticulously planned his actions starting from when he accepted an invitation from one of the dukes to enter Londinium and suppress the rebellion. He initially had a small force of under ten thousand Sarkaz when he left Kazdel but now he is receiving continuous support from Londinium's military factories and secret channels that supply Sarkaz soldiers from surrounding nations. The exact details of Theresis's plan are still unknown but if all-out warfare breaks out the likelihood of the soldiers involved surviving is low. The aftermath of the war is also a concern as it could potentially lead to further conflicts and disasters for both Victoria and the Sarkaz. Horn contemplates on the situation and questions whether she is too pessimistic. She encounters a young Victorian officer in the Dublinn unit's camp who bears a striking resemblance to Bagpipe's leader. The officer has faced mistreatment and witnessed the slaughter of her comrades but she remains determined to survive and bring about change. Horn's role in Rhodes Island is to gather intelligence on the Dublinn unit and assist the officer in making decisions. She expresses her desire to help the young officer and believes that she should support her. Horn is a member of the Tempest Platoon which follows a set of maxims including tactics sharpening the mind discipline strengthening the will bravery overcoming evil and benevolence saving lives. She has a unique sense of humor that helps lighten the mood for her fellow soldiers regardless of their background. However, concerns arise for Horn's well-being. She has shouldered immense responsibility and stress and there is uncertainty about what will happen to her once the pressure is relieved. It is hoped that she can find solace and support among her fellow operators. A letter arrives at Rhodes Island containing a photo of a younger Horn in a peaceful setting. The letter is addressed to "my darling Rita" using unfamiliar handwriting. It raises questions about who sent the letter and how they knew about Horn's partnership with Rhodes Island. An investigation is launched to uncover the sender's motives and their connection to Horn. Despite Horn's stern and proper demeanor the photo reveals a lovable and carefree aspect of her personality that is rarely seen.
