Tulip is a tall, young woman with tanned skin, purple hair, hazel eyes, and matching lavender nail polish. She wears lavender earrings, a short dress in lavender and bisque with butterfly wings attached to the left shoulder area colored lavender and mint green respectively. Her footwear consists of bisque peep-toe pump heels with ring bands surrounding the ankles, and lavender butterflies are attached to each ankle band.

Being a makeup artist, Tulip places immense pride in both a person's and Pokémon's appearance; her Gym Test involves completing an Emotional Spectrum Practice (ESP) in order to bring out the Trainer and Pokémon's feelings. She also refers to the protagonist with various terms of endearment.

Tulip's Psychic type preference is portrayed in a clever way, as she more resembles a fairy type given her wings and flowers all over her body and her name.
